California invests more than $5 billion annually in afterschool and summer enrichment through the Expanded Learning Opportunities Program (ELO-P) and the After School Education and Safety (ASES) program. The Bridge & Boost Act (AB 2430 | Asm. Muratsuchi) strengthens California’s afterschool investment by closing access gaps, protecting program quality, and improving transparency—without creating new ongoing spending.
AB 2430 makes three key improvements:
Expand access for adolescents by increasing opportunities for high school students using existing funding.
Protect program quality by reviewing and stabilizing funding rates to support strong staffing and sustainable programs.
Increase transparency by making access and participation data publicly available so families and policymakers can see where programs exist and where gaps remain.
Expanded learning programs help students stay connected to school, improve attendance, build leadership and new skills, and access safe spaces during the hours when youth are most likely to be unsupervised.
